Can I call France on Wi-Fi without being charged

No, you can't whilst using EE and WiFi calling.

@Simmichantal1 , you will have to use an app, such as Skype, Viber, but would have to make sure that you add credit first.

If, on the other hand the person you are calling has an app which enables you to make calls without incurring cost, then yes, this includes the two I have mentioned, as well as what’sapp, signal, telegram, just to mention some of them.

WiFi Calling is just a routing method to make calls when your mobile signal is weak or non-existent. The calls still cost the same as making them directly.
