Call barring?

Hello, I am in Mexico and have been since July. When I arrived in Mexico I bought a Mexican sim card and have been using that day to day. Periodically, I pop my UK sim back into my phone to check for messages. I did this on Saturday and it said I had a voicemail, so I went to listen to my voicemail and it wouldn't let me listen, saying I had call barring on?!? As far as I am aware I haven't put call barring on and only a few weeks ago, when I last switched over to my UK sim, I was able to listen to a voicemail and call my bank in the UK. For some reason I can no longer do this. I've tried to switch the call barring off for "All outgoing calls" and "All incoming calls" but it won't let me, it says "Failed to read data. Call barring rejected."  Any ideas on what I can do about this? I will be in Mexico until December and would like to fix the problem before then. Many thanks

If you log into your My EE account, do you have any outstanding payments at all?

No, fully paid. The direct debit goes out on the 28th of each month.

I made a call to Barclays (this is the last call i made before the call
barring started) and i'm not sure if i will be charged for the call. It was
on the 22nd August. I also listened to a voicemail on this day. I've tried
to check to see if there is a charge by logging into my EE account, but
nothing is showing as yet for the September billing.

Could it be related?

Do you have a spend cap active? @ramblingrudd 

Calls would be chargeable in Mexico and if you have reached the Spend Cap limit this could be related.

I'm not sure?!? How would i find that out?if it is on and if i don't use
ths phone again, will it go back to "normal" in the next monthly cycle?

Yes, your spend cap will reset on your billing date.

Please see How Do I Set Up and Manage Spend Cap? for help with making changes to your cap.

Thanks i will, maybe this is why, because call barring kicked in after i
listened to the voicemail and called barclays.

Do you know how i can check to see how much i will be charged so far for my
next bill?

To view your extra charges in the My EE app, please select your plan from the Plans and subscriptions tab, followed by View your allowances.
