Gotcha - so you want to set & control diverts on your UK mobile whilst roaming. Yes, that can be done exactly as it could be done whilst in the UK. The fact you are using the radio coverage of a roaming network makes no difference to the fact that diverts are set on EE's core network in the UK.
Your phone's menu gives the options to set both unconditional diverts & conditional ones.

Can you clarify what exactly it is, that you're wanting to do?
I would interpret "forwarding from overseas to UK" as meaning setting a divert on a foreign-registered number, diverting to a UK number. And if so, you need to be asking the question of whichever foreign operator you're intending to use.
I suspect you might mean something else, in which case more detail may assist.

Thanks. It's to divert calls from my business contract UK EE sim back to the UK from Thailand. I just want to make sure that I can do this once I'm in Thailand rather than having to do it before leaving the UK. Ideally, I'd like the ability to turn the divert on and off as required once in Thailand.
