just purchased an extra 20gb of data but download speed around 2mb on 4g, EE says there is no problem in the area. Clearly there is as I have reached around 100mb in the past.

Sounds like you've used the "check status" option on the webtool to search for known issues in a locality.
I'd recommend now using "report a problem" to provide further details for closer checks.

Do you get service in other areas? Do you have a pay as you go or pay monthly account?
Also. are you able to try the SIM in another device to see if you get signal?
This would let us know if the SIM or phone may be causing this, if no problems are showing for the area.

Just run a speedtest, download 3.68 over 4g.
Last week I got 45mb in another location.

Have you reported the slow data on the service status checker? If nothing was showing as reported, you can select the 'still having problems' option then 'report a problem' once the area has been looked into we will send you an update.
