Is 4G data throttled?

When I connect to EE 4G+ Data I hit ~80Mb/s downstream but then within maybe 30 seconds or so it drops to ~30Mb/s and evenings/weekends it drops even further into single digits making it virtually useless.My signal strength in both devices varies bet...
