I have the same issue.
I had my iphone on an EE payg sim.
I though i was using it, but apparently not through EE (iphone!).
They disabled it (Ofcom rule)
It went into the searching state.
I bought a new EE sim, but my iphone stays in the searching state.
I activated my sim on another phone.
It works fine on any other phone.
No other network sim works on my iphone, searching state!
I've tried every 'fix' going.
I assume EE (and others?) put a block on the IMEI or other, but dont reset it on a new sim.
The phone recognizes all the EE carrier details.
Getting in touch with EE, from a phone that wont connect?
No online contact to send details, i'm on a laptop).
If anyone has a decent contact??

@Hackedoff999 Have you tried a network reset on the device? EE only block a device when it’s reported lost/stolen. EE do not block a device through lack of usage. A SIM card will go in to hibernation if it’s not used. Putting a different sim in the device and it’s still not working with a known working sim in a different device could be a device issue ( do a network reset on the iPhone)

I have to really apologize to EE and you.
After even more work.
First - the networks have to cancel (and reissue it later!) a number if not used in 6 months. An Ofcom rule.As told to me by EE!
But it looks like my old number is still active.
It MUST be down to my iphone.
Why I don't know, nothings happened, not dropped, updated or fiddled with.gain
The only thing i haven't done is a full recovery.

I'm pleased to see you have been able to pinpoint why this was happening.
A full reset could be worth a try for sure with your iPhone, just make sure you have any important content backed up first!

The strange thing is i can set wifi calling on and that works on this sim!!??
Not done a full restore yet.

EE is not the only major operator to have support fora, frequented by regular users as well as paid staff.
Users have the advantage of first-hand experience of using the service - if you would prefer to only have "official" support via EE's channels, that's an option available to you.
