I received the below message to which my response DOUBLE will not be sent to the number.
From: 441122
Subject: XXXX, don't forget you're eligible for double data
EE and BT are one family, and we're giving you double data on EE because you're with both. Reply DOUBLE to this message and your double data will be added to your account.
It just says "Not sent; click to try again"
Still won't send. (It's not a one-way message by the way)
1. Is this a genuine EE message?
2. Why the **** won't it accept my reply?
3. Anyone else had the message and could you reply to it?

Apparently so , Assuming it is 1122 and NOT 441122 as you have typed.
As for why it won't send, I can't help with that, Unless its supossed to be 1122 and you have replied to +441122 OR 441122. Be mindful either way.
Try texting DOUBLE DATA to 150
EDIT: Can confirm, texting DOUBLE DATA to 150 does give you a response (I'm not eligable as I have Unlimited data FWIW) but it is indeed legit.

It came up exactly as "441122"
So, why EE would send out these messages knowing it would not work, is puzzling...

Anyway 150 and DOUBLE DATA worked...
This valued customer thinks they are very different to the original instructions.
