Windows 11 and EE 5G Data SIM cellular network VPN issue

Hello,
I have new Dell laptop Windows 11 direct connect to a cellular network (EE 5G Data SIM card). That make me can't establish VPN connection (L2TP). Even ping the VPN server IP address still no result.
Other issue: OpenVPN is work in this laptop and cellular but just can browse some website only ( Google and Microsoft) when VPN connected.
There is nothing problem when I use WiFi network. Is this EE 5G IPv6 issue?

Are both your VPN clients up to date and set to dualstack mode?

@Fred106 : It might be an EE IPv6 issue. EE has introduced IPv6 on its mobile network, but it doesn't fall-back to IPv4 nicely. Can you change the Profile/APN on your mobile router to APN Protocol = IPv4 only?

I tried your solution today but can't access internet when APN just select IPv4 only.

I have same issue and conclude that the Windows 11 APN set to IPv4 only (which some apps require) will not connect via EE data SIM. If the default APN is used with IPv4v6 then the SIM connects but drops or will not make the connections when using two different VPN apps. Using an O2 SIM in same machine/apps did not have this problem. EE support just say VPN not supported. Guess t's bye-bye EE then as we need VPN to securely connect back to the office.
