Welcome to the EE Community
It sound like you are accessing your Bills and Payment on the app, is that right? Once you have clicked Billing> See your full mobile bill> Download your bill, it will bring up the list of bills and payments as you describe.
There should be a yellow download icon on the right hand side of each payment, if you click that it should download and open the PDF of your full bill. Are you able to access your statements this way?
