Hello,
The mobile banking app and computer will not allow me to change my settings.
It says "These settings are managed by the bill payer. You'll need to ask them to make any changes".
i am currently the bill payer, how do I get this unlocked?

A banking app has nowt to do with EE; the MyEE app has.
You need to be set up as the Bill Payer under Account Settings > Manage Numbers
