Phone bill suspended

Hi I've jus attempted to make a call and it's sayin it's been suspended dueto my bill not bein paid but on myaxxount it's sayin my next bill isn't due till the 23rd may other than that I'm up to date 

Roaming

My 2 year contract started in March 2021 with EE has ended and if i upgrade to a 24 month sim only contract with EE this month will i have to pay roaming charges.
