Are you a contract customer or pay as you go?
If contract, have you reached your minimum term?
You can set up a spend cap either via the EE App or by logging in to your account via the website. On the app, you can either click on the icon top right or at the bottom, where it says manage and then click on check settings, where you can set up a spend cap.
If it is pay as you go, just do not use the SIM cards, or speak to customer service.
