The answer depends on the level of suspension. Often an outgoing call restriction will be applied initially, preventing all calls except to CS on 150.
That may not be the case in your scenario, and it could be a full restriction of incoming & outgoing calls. A good test would be to call your number from another phone - does it ring on your phone?
