Unfortunately if you are unable to get it set up your only option is to call EE Customer Services
There is nothing anyone can do on here for that issue as we are all other users, nor do EE offer any email contact.
The Web/Live Chat function requires your online account to be set up to be able to access it, and is through the EE App which you do not want to download.

I have set up the app and I was doing this on the app, even with the app I can't see any way to view my bill

To access Live Chat you need to have a Pay Monthly account linked. That's the issue you're in at the moment which means you'll have to call EE up to get your account linked.
