Add on a phone to sim only

Hi i had a phone and sim contract, when the time came to update this I only updated to a sim only contract. Im now after a new phone and wondering if i can now add on a device or start a new phone/sim contract without being charged?

A SIM-only plan is, by nature, not with a phone.

If you changed from a device plan to a SIM-only plan, you can change back to a device plan at any time.
