Ordered a deal but won’t honor it now

Good afternoon, 

 

Got offered a deal a few days ago, originally said no as I was in the process of moving to another provider. The guy told me to phone back if I changed my mind. 
Phoned back the same night, got told another department offered it and told me they would phone me back. No call back. Tried contacting EE again and they said they couldn’t offer the same deal even though I got told to phone back if I changed my mind. 
So I had put a complaint in about it but no success so far. Tried on line chat and same issue. Said they couldn’t do it even though the same deal is on uswitch which the guy offered it

Offers come and go. Could also be time limited.

Yeah that’s true, but I don’t think it’s very fair if I got told to phone back the same day if I changed my mind, not very good business
