Is the EE WiFi payer able to see what apps and websites are accessed at time or does it show on bill

The websites and apps used over your WiFi aren't logged anywhere on your app or via your bills, so this isn't information we'd be able to provide.
The devices themselves do store website history through your browser, unless this is deleted or using private browsing.

But can the payer use has the app and see which decides are connect see what device is doing what like websites and app usage.

@Simbot : As you were told the websites and apps used over your Broadband cannot be seen anywhere other than on your devices themselves.
Your Broadband bill will consist mainly of charges for your BB itself & any add-ons incl. any chargeable phone calls if you have any.
