problems trying to register a new sim

Hi , seem to be having problems registering my new sim . I have completed part 1 of 3 and it asked for my new device number and says that it will send a code via text message.   But because it's not had confirmation on my sim set up , how do can I recieve any text messages on that number . What do I do about please , it seems very stupid to me .
