Why do I need to join My EE?
I have PAYG where I top up as required without any problems,and I’m not tied to any bundles!
Must I join if I were to buy a new phone that required a new SIM (different from old phone)?

You don't have to create a My EE account, if you don't want to. Could you explain your question a bit further please? I don't understand.

Thanks…What would be procedure if I change my phone that requires a new sim and I want payg to operate as before, and also retain my number.My network provider remains as EE…..To achieve above I don’t have to register for a My EE account do I?

You may use your device w/out registering it to MyEE.
Use Fast Top Up online with a UK bank card. You don't need to login or register anything. All you need is your mobile no.
Go to http://add-on.ee.co.uk/status from the device when not connected to WiFi will tell you your usage.
Go to http://add-on.ee.co.uk/purchase from the device when not connected to WiFi to buy add-ons.
To phone EE CS: Dial Freephone +44 800 079 8586 - Option 1 for Mobile Phone & Mobile Broadband or Option 2 for Home Broadband & Home Phone

Take new phone & old SIM into an EE shop with Photo ID & they'll transfer number, any SIM contacts & credit if applicable to a replacement SIM of correct size for free or order a replacement SIM online at Order a replacement SIM for £1.50 or phone CS for one. It will come as a Combi-SIM with all 3 sizes as push-outs.
You can only use the online form when you just need a different sized SIM for a new phone.
