Yes. You don't need to get it unlocked to use an EE SIM, only for other networks.
It was the contract SIM and its number that's been cancelled, not the phone itself.

X Ray , i have ordered a new sim , i suppose it will be quite easy to get going can i keep all my phone numbers that are on my phone ?

Yes, as long they are on the phone & not on the old SIM. Look in your Contacts for how many are stored on Phone.
