Why can’t I use my account properly

Hi, I have spoken to people about this before but it has never been sorted. I’m not able to use most of the features on my ee it says I need the account holder/ bill payers permission..  I am that person !!!!! Can anyone help.

If you log into our online account an then menu - Account Settings - Manage numbers you can change your settings to yes under bill payer.
