Sim card not provisioned

I have 2 phones on my account and switched the sim cards; one handset has been stolen, reported and blocked. A few hours later, the sim card on the other handset (originally associated with the stolen phone) stopped working and the handset displayed the error "SIM card not provisioned".

 

There was no previous issue with the sim or phone, why has this happened and when I call I am either on hold for over an hour, or get cut off. I was stranded without access to transport or funds without both phones. Can someone please advise how to make the sim/phone in my possession work??
