Revive Old T-Mobile Phone

I've inherited a Samsung T-Mobile (2011) with a PAYG SIM from my deceased father. when switched on I get a T-Mobile then an EE welcome screen and subsequently all the facilities work except making a call. How do I get this to work and register it. I am assuming this is network locked as a new activated Virgin SIM gives an unlock code request screen and nothing works.

I inherited an old (2006?) Alcatel mobile from my father which I used very little. This had a Virgin PAYG SIM in it and was still working up till a few days ago, when Virgin activated a new SIM. Curiously the old Virgin SIM worked in a T-Mobile Samsung mobile which is locked to the EE network. In the Virgin community I found a post from this March which implied that EE could unlock the Alcatel phone, as it too was locked to the EE network. I do not know where my father bought the Alcatel mobile. Is it possible to unlock such device?
