Replacement sim not active

I recently had to order a new sim on behalf of an older relative whose phone was lost whilst they’re in hospital - they are still there and without a phone. 

the sim has arrived and we have put it into their new handset (basic Alcatel phone) but we can’t seem to activate it. 

trying online is not possible due to not having the old phone to get the code sent to so I have rung EE up. I was told that it’ll take between 2 and 24 hours to activate and there should be a confirmation text. 

the phone is still showing as “emergency call only” with the current sim in and no text - if it has gone to the old sim and phone then I do not know as it is no longer in use due to being lost in a hospital. 

what are my next steps? 

other info: I know the phone works when an active EE sim is in due to testing with my own.

@Cattie  if you requested replacement Sim card then the old Sim card would’ve been deactivated so you can receive this new Sim card as you cannot have two Sim cards with the same number so no text messages are going to the other SIM card. Try restarting the device a few times.
