Phone unlocked but won't accept new SIM

Hi, 

 

I've requested the unlock code from EE, received and it my phone says unlock successful however when I put the new SIM in it says emergency calls only. I've tried the fixes on youtube; restarting the device, trying airplane mode, force stop on the SIM toolkit but nothing works. It recognises there is a SIM and lets me use my apps but I still can't call or text.

 

Any ideas on what I should do to get this working?

What network is the new SIM with?

 

Does this SIM work in other phones?

If the apps are using data then it must be unlocked. So the lack of calling must be something else. Whose SIM did you put in it? Does it have allowances for calls & texts? Maybe it comes with a small free data allowance.
