My new PAYG SIM shows "emergency calls only"

I bought an EE PAYG SIM preloaded with £10 credit (https://www.amazon.co.uk/gp/product/B06X9C8PXF)

 

I have an unlocked, dual-SIM phone but when I inserted the new SIM, it reports "emergency calls only" and shows no bars. If I try to place a call I get "mobile network not available".

I've used a 2nd SIM before. Is there supposed to be a registration for this SIM or should it just work? 

 

Is it possible I just have no EE signal or is something wrong?
