Is classic pay as you go still available to new customers? I can only find options to get a SIM if I buy a pack that expires in 30 days. If these are the only ones available then these are not pay as you go, just 30 day contracts similar to other providers.

Yes, indirectly.
All EE PAYG SIMs come primed with a recurring Pack of allowances ready to bought out of your PAYG credit as soon as it is sufficient.
Text STOP PACK to 150 before you ever top-up & you can use the SIM for calls & texts but not data as normal PAYG at standard per-unit rates paid for out of your standing PAYG credit balance.
To save the SIM going into hibernation due to lack of use, just remember within every 179 days (~ 6 months) to make a chargeable action like making a chargeable call or text, topping up or buying a Pack or Add-on, not just using your mins, texts or data from any Pack or Add-on you might have.

Thanks for coming to the community.
EE Pay as you go SIM cards come primed with a pack, if you don't want to use a pack, you can text STOP PACK to 150 before you top up and you can then pay to send texts and make calls and top up when needed.
If you would like to use data you would need to purchase a data add-on, you can do this by visiting add-on.ee.co.uk.
Please see our What is pay as you go and flex hibernation, and how do I stop it? article, to ensure you don’t lose the number if the SIM card is not used for awhile.

I believe the current arrangements are to avoid customers running up huge bills if they are not aware of how data-intensive streaming is. The below link gives some options for "classic pay as you go" which they term as "Traditional Pay As You Go". Good luck!
