Hospital Call Access Charges

My partner's dad was recently rushed to hospital, and didn't take his mobile phone.

 

For talking with him for 25 mins, I've been billed 'access charges' of over £17.

 

Is there any way of claiming this back? It seems very steep (not to mention exploitative).

 

I note that my partner (who is with O2) had not had this issue with her provider.
