EE to EE pac code

So, been trying to a while to get EE to give me a deal somewhere close to what I can get online even though the new contract still uses EE......they can’t !
I’m informed I won’t be able to keep my number because they can only provide a PAC code when changing networks and as I’ll be cancelling my EE contract and my new contract will still use EE as a network provider.
is this correct ?
Does anyone have any advise ?

@BFJ you’ll need to move your number to a different network on pay-as-you-go and then get your PAC code from that network and bring your number back to your new account on EE. You can not use a PAC code within the same network.
