EE sim 'Phone not allowed' on unlocked iphone tested with 02 and smarty

Iphone Xs unlocked and works with 02 and smarty networks but when I put my EE sim in says Phone not allowed. Any guidance on what the issue might be would be much appreciated

It shows ‘phone not allowed’ under network settings.
