Can I have two apple watches, each with their own mobile plans and with the same iPhone mobile plan? If so, do the watches seamlessly link when either is in use with the phone so that they accept and make calls from my mobile number?

@maclink68 the Apple Watch is linked at account level so when your phone rings the watch rings also it doesn’t need to be connected to the phone. I don’t think it’s possible to have two watches on contract linked to the same line as your phone. You can transfer the plan back and forth between the watches though. Obviously you need to allow time for this to happen if you are ever in a rush as you would need to set the watch up from scratch each time in order to mitigate the plan from one watch to the other.

I can confirm that it IS possible. I tried it and it works in that I took out another plan for the other watch. The way that it now works is that the watch I put on and unlock is automatically paired with my iphone and incoming calls to my phone will be picked up by the apple watch, even after switching off my phone and disabling WiFi, to simulate being away from my phone and out for a walk. I take off the watch, put on the other and pair.... it all works.

I can also confirm that this works.
Support told me that this wasn't possible (two different advisors) on the phone. My initial problem however was that I tried to setup the 'Mobile Service' via the watch app too soon on the second watch, while the first one was still in the 'Activating' stage. This put both watches in an 'Expired' state, which triggered the customer service discussions where I was told that sales got it wrong when they told me this was possible, and that it definitely wasn't.
I got the advisor to reset the EID for the first 'Paired watch plan' and then set that up again on the first watch. I waited a couple of hours for that to complete, tested the cellular etc, it worked. So then I paired the second watch, and when I navigated to 'Mobile Service' for that watch I was able to set up a new one. The EE page then had a selection between moving the first plan or buying another. I selected that second option, and was able to select the 'Apple Watch paired plan 1 month' (the only selection offered to me - I already had 2 of those such plans in place on my account from initial account opening) and after a short while this activated.
I have now tested switching between watches in the watch app on the phone. The selected one pairs to the phone directly, which puts the other watch in cellular mode (if no wifi is available).
I have had very misleading, confusing and frustrating information on this, but hopefully this helps anyone else who is wondering if this works!
