Unable to make calls from Portugal

I am aware a number of EE users in portugal have had an issue making calls after the power outage 5 days ago. My wife and I still cannot make calls (including WiFi calls)How do we fix?

PayPal top up

Hi, I topped up using PayPal to pay my datapack. PayPal said they sent the money to EE PIN but when I call 150 to check my balance they said I have £0. Can someone help me. thanks.
