That's a legitimate text from EE. Your current SIM allows you to access the 5G network but resticted to NSA mode. A replacement SIM will allow you to access 5G-SA and also VoNR carrying your voice calls over 5G rather than 4G.

That's just a message built in to your phone when texting short form numbers, particularly the types used for competitions, to warn that these are usually chargeable.
In this case, it will not charge you anything as it is an official EE number.
The phone is misleading by saying "will" instead of "may".
