What happens when you try to view it? Is it the same ERR_SSL_VERSION_OR_CIPHER_MISMATCH error message?

Do you own the website, or are you just a user of it?

I've checked the website to see if they sell any miniature live working combustion engines that run on fuel, but they don't appear to have any that I can see. 
I'll get this passed on to our Categorisation Team to have a look.

Using my Giffgaff mobile sim I can l see the ragstone models website and it has a burger menu top left.  Agenoria Loco Kits scroll down the page and there are poor quality photos of the kits with the price list and availability as a PDF closer to the top

Any form of fuel or chemical to run the engine may fall under a restricted category.
