sim only upgrade

I switched from Plusnet to EE on a sim only contract. My original plan with Plusnet was a year long contract. On the app it says my contract ended Dec 2023 and I am now on a rolling monthly contract but it says i cant upgrade until end of May. If I am on a rolling monthly contract why cant I upgrade now?
