new SIM/no service

just been given a new [old!] phone by my new employer and a SIM card in an envelope. put the SIM in, put the PIN in it as per the piece of paper and - nothing, no service. switched it off/on again. don't know what the phone number is but obvs have the serial number. tried to ring for support but was on hold for so long i grew a beard and gave up. any ideas?

@mw202420241  Is this a contract or PAYG sim.
