Bought a new EE Sim card to use in a GSM access control unit. When i try to dial the number a voice comes up saying "not available at the moment" Do I need to register the card first with EE?

If this is a PAYG SIM, then yes - new EE PAYG SIMs need an initial top-up credit applying in order to fully activate.
