Ipad Sim Cards

I have 2 x ipads on my account which I use for work purposes. The devices have always been connected to the wifi and I have never used/activated the sim ards that came with them.

 I then gave one of the ipads to my manager who is now on the go a lot more so i went to use the sim card but couldnt find it. I ordered a replacedment card, but it says I need to have the original sim device? It also wants to send me a text message to my device, but it wont receive it as the sim for that number has never been registered.

Can anyone help?
