I joined EE a couple of weeks ago you have taken my money but I cannot call out or receive calls. please reply why

We would have no idea. Did you transfer your number from another network? If so, did you give the PAC code from your previous network to EE?:
You need to make sure that you have activated your SIM card, do you have a network showing?
Are you on pay as you go or monthly contract?

@martin249 , you still need a PAC to move your number as far as I know, otherwise I would suggest speaking to customer service.
