ESim Issues

I had an eSim on my old iPhone which I smashed.

I claimed on my insurance and as such they came today and took the old phone and gave me my new one.

Difficulty is in order to activate the eSim they keep sending me text messages which I can't receive as my sim isn't active!?

Any ideas?  They keep saying I need to activate but how can I if the number that they are sending the activation code to... is inactive?
