Switched from BT to EE. The billing with EE started from 16th Dec, but I have been unable to make phone calls using the EE sim, porting date is set to 3rd of Jan, does it mean I am paying both BT and EE between 16th Dec and 3rd Jan but won’t be able to use the EE service to make calls?

Welcome to the community.
Your subscription with your previous provider will end when the number fully ports over. You should have a temporary EE number on the EE SIM that you can use until the transfer completes.

A PAC is normally submitted the same day you first activate your EE SIM by using it, or the following working day if that's a weekend or bank holiday. The port-in is then completed the following working day.
