Sorry, you can't activate an EE SIM when roaming. You'd need to be able to connect to the EE network in the UK.

Any new EE SIM requires activation in the UK first, regardless of whether it's physical or electronic.

If the existing SIM has been deactivated when you ordered an eSIM, this couldn't be reactivated.

I would take "existing one" to mean that the SIM has already been activated and is just being put in another phone/device.
My answer referred to activating a SIM that is not currently live. If it's live, it doesn't need activating.
