Hi

I am abroad (In Unites Arab Emirates) and I want to register by my EE number in WhatsApp for first time. I can receive SMS, calls on my EE number in my location and my EE phone number is 'Pay as to Go" one, when I choose to receive verification code via SMS through registration on WhatsApp, I receive error massage that say : "we couldn't send an SMS to your number" my roaming option on my phone is on.

I can receive SMS from EE only

Is this a new PAYG SIM? Have you topped it up? If not, you need to do so so before you can receive texts other than from EE.

 I've topped up my number with 5 pounds and still cannot get the WhatsApp code by sms

Can you receive other automated SMS, such as OTP from other senders? Can you receive SMS from other mobiles?

The error message you mentioned in your first post sounds awfully like something being generated by FB/Meta/WA themselves, rather than EE.
