Hi Bristolian, I’m having the same issue. I came to Turkey and I can’t make or receive calls. I’ve started getting “missed call” emails, but my phone isn’t ringing at all.
I contacted customer service and bought a roaming pass, but nothing changed and I didn’t even receive a confirmation. I’m on a monthly payment plan.
When I arrived in Istanbul, I did receive the welcome message and my phone connected to Turkcell, but calls still don’t work.
I’d really appreciate your help with this.

In the first instance please restart your device. If you're still not able to make or receive calls please try a manual network selection to an alternative network.
Do you hear any error when trying to make a call?

Thank you for your reply. I restarted the phone.
It rings, but after two rings, the call drops.

You've not explicitly said so, but it sounds like you've been able to receive calls on this trip previously but it's subsequently stopped? In which case, try manually selecting an alternative local network and see if the issue follows or clears.
The billing pass you've added is a billing add-on to reduce the cost of roaming, it doesn't usually have any effect on your ability to roam - except in cases where the underlying issue is spend-cap related.

Have you been able to try a manual network selection to connect to a different network?
Is it the same experience if you call Turkish numbers and UK numbers?
