How can I turn on roaming when I’m already in another country.I can’t connect to 150 ??

This is true for pay-monthly users. PAYG users can only activate roaming by using their SIM in the UK.

Thank you for your advice I got in contact with EE (two were very helpful)
They advised me that the only way Forward was to send me a new SIM card.
Have someone in the UK activated and then send it on to me. This should only take a week.

So you're on PAYG, not pay-monthly.
What you were advised was the only way, is not. You could also send your existing SIM back to a trusted friend or relative, for them to activate & return to you.
Either/or, depending which is quicker. EE sending you a replacement SIM would have to be to your registered address, you could post your existing one anywhere you see fit and would be comfortable.

But only if the PAYG SIM hasn't gone into hibernation or beyond. After 9 months of non-use this will not be possible.

Indeed so. But the query in this thread was how to enable roaming whilst already abroad. If hibernation were the issue, then the SIM would not have worked in the UK before leaving.
