I am confused what is the difference between purchasing the pass and roaming. Surely I buy the pass to let me use my contract's minutes SMS and data why do I need to add roaming and do I then also have to pay additional roaming charges? Why do EE make this so complicated and confusing

Roaming means using your phone on foreign networks, thus you need the free roaming ability enabled to allow access to those foreign networks. Not having that enabled effectively stops you having coverage abroad.
Add-ons such as a roaming pass reduce the cost of roaming, which traditionally had per-minute & per-message charges.

To add to @bristolian post you still need to activate roaming on your account or by texting ROAMING to 150.

EE standard opening hours are Monday to Friday, 8am to 9pm - Saturday and Sunday, 8am to 8pm.
