I’m in the US and experiencing the same problem.
I received the welcome text once I arrived in the country. I have full access to text, WhatsApp, etc and can receive calls. However, when I make a call, as soon as the person answers, the call drops. The network in the States is T-Mobile. I tried changing to other networks but they were unavailable. I’ll try and contact T-Mobile for assistance.
Very frustrating that I’m unable to contact EE until I return the the U.K.

The post you'd added to had different symptoms to yours - they had no roaming service at all, whereas you can receive calls. Yours has therefore been moved to a new thread.
Can you use mobile data when you are on a received call? That will prove whether you're using VoLTE, which can be a problem in some countries. It would be interesting to see what T-M suggest, given you're not their customer so can only give general advice.
If you have access to a web-calling app, or can use the myEE app, you should be able to contact EE-CS that way. It's most unusual that you can receive calls but not dial out - with them dropping on answering. Is this happening on, say, in-country calls? Calls to the UK?

The reason I was contacting T-Mobile is because I’m using their network when in the US. Unfortunately, T-mobile’s online chat didn’t work. It continuously recycled back to the bot when trying to connect with a person. Contacted EE through their online chat but they took forever to respond so ended the chat.
These issues do not occur when in the U.K.

@CTO62 , if you have something like Skype, you can ring customer service and speak to one of the guides by pressing option 2, but not sure they will be able to help, as you are in another country, and it is free to do so, see my signature.
