In the US got Roaming but cant dial or receive

In the US and got roaming packge, The data works fine, but i cant receive or dial out to the UK,.  I have texted roaming and it says i am all active. 

Have tried re-boot and turning sim off and on again. 

Any ideas anyone please?

Can you call in-country numbers?

Try manually cycling through the local networks - are the symptoms the same on each?
