What plan is your daughter on (plan name such as No Frills, Essentials, Essentials Plus, All Rounder or Full Works) and what was the contract start date?
The "EU Roaming" addon is purely the technical ability to connect to EU networks and is not a billing addon - meaning usage may be chargeable unless included on the plan in some way.
Any plan with a contract start date of before 7th July 2021 will have Inclusive roaming in EU countries.
An Essentials Plus, All Rounder or Full Works plan taken on or after 29th August 2024 will have Inclusive EU Roaming through the included "Roam in EU" addon. Some retention plans may also include this addon.
A Smart, All Rounder or Full Works plan taken before 29th August 2024 will have the option for Inclusive EU Roaming through the selection of the "Roaming Pass EU" Inclusive Extra.
If none of the above applies, then either the daily rate would need to be paid or a pass could be bought to reduce the cost of this over a longer period.
