If it is a Pay As You Go SIM you're looking for, these can be bought in some local shops for 99p.

Any bought online from EE require topping up when ordering.

Yes. If you want a free PAYG SIM order it from FREE PAY AS YOU GO MOBILE SIM CARDS . You can then top-up & buy a pack when you receive it.

Any bought from a local shop for 99p still need topping-up. The 99p just goes to the shop for the pleasure of selling it to you.

@jord1999 : Use Fast Top Up online with a UK bank card. You don't need to login or register anything. All you need is your mobile no. & it doesn't remember your card details.
